Vyachaslau Kebich

Mr Kebich is the first Prime Minister of the Republic of Belarus, he receives a pension of Prime Minister. He is still the leader of the Belarusian trade and fiscal union that was founded by him in 1994. 

Mr Kebich was born on June 10, 1936 in the village of Kanyushaushchyna of the Navahrudak province, now Valozhyn rayon, Minsk region.

An engineer by training, Mr Kebich headed the Minsk Machine-Tool Plant and became an Honored Mechanical Engineer of Belarus (1978). He then quickly climbed the party ladder and headed the BSSR Council of Ministers. Mr Kebich was the first Prime Minister of independent Belarus (1990-94). Mr Kebich was an inconsistent supporter of reforms: after adopting the most progressive government regulations, he sought an alliance with Russia, which prevented their implementation.

Mr Kebich holds a PhD in Economic Sciences (1990). He defended his thesis called “Structure and Function of Public Administration Bodies in Managing the Economy of the Union Republic in its Economic Development Phase.”

It was under Mr Kebich that his supporters in the parliament created the post of the president. The change of the Belarusian parliamentary republic into the presidential one was consolidated in the 1994 Constitution. After losing the election, Mr Kebich congratulated Alyaksandr Lukashenka on his victory, but did not leave politics becoming the Deputy of the Supreme Council of the 13th convocation. Here again he  showed his loyalty by recognizing the results of the 1996 referendum. Thanks to this, he spent two terms as Deputy of the House of Representatives created by Mr Lukashenka in the place of the dissolved Supreme Council.

In 1994 he created the Belarusian Trade Union of Finance, which he is still heading. Mr Kebich is the author of book “Temptation by Power” (2008).

He is married with two sons currently in business.
